The 23-year-old was a Rule 5 selection by the Orioles in December 2014 and pitched 21 games with Baltimore in 2015 despite missing significant action due to shoulder tendinitis. He posted a 4.25 ERA and 6.7 K/9 in 29.2 innings, all out of the bullpen. The Orioles assigned him to Double-A to begin 2016 and he’s pitched entirely as a starter. Garcia’s long-term role is likely as a reliever as it appears he’s working on his command and secondary offerings in longer outings in the rotation.
