The Santana Plan is a roster construction strategy that advocates buying one elite starting pitcher that satisfies statistical screens for excellence over his past two seasons. The anchors are not necessarily the best starting pitchers for 2024, but instead are the elite starters who are most likely to retain in 2024 the skills they displayed in 2023.
