At this point in the season, most teams have decided whether they are trying to win this season, or whether they need to look to the future. Last month's supplemental draft, which for most leagues gave owners their first chance to pick players who were chosen in baseball's amateur draft, was a boon to forward-looking teams. Such teams likely had high draft picks and were able to pick the top-ranked prospects out of that pool of players. The July draft, by contrast, won't offer much in the way of prospects for teams that are already out of contention.
